That depends on your HOA's governing documents and each owner's insurance policy, so it is something to confirm with the association and your insurer. Do not wait for that answer to start drying, though. Document the damage, notify everyone involved in writing and get the water out; delays only increase the damage everyone is arguing about.
Call a plumber to locate and repair the leak, because drying cannot finish while water is still running under the slab. You can call us at the same time so extraction and drying start as soon as the line is shut off or repaired. Keep photos of the wet areas and the plumber's report for your records.
